«The Two-State Solution Conference» and «The West Bank Annexation Law» are irreconcilable opposites: Either international law or the law of the jungle

Message from the «Department of International Relations – Democratic Front for the Liberation of Palestine» to International Party and Legal Institutions

Ladies and gentlemen in political parties and international legal institutions,
We send you this message as part of our ongoing monitoring of the crimes that Israel continues to commit against the Palestinian people and their national rights. In recent weeks, two events have emerged that are contradictory in both form and substance: the first is the Israeli Knesset’s enactment (on July 23) of a law calling on the government to impose Israeli sovereignty over the West Bank; the second is the «New York Declaration» issued at the «Two-State Solution Conference» in New York (on July 29) under French and Saudi sponsorship, which aims, as announced, to «achieve a just, peaceful, and lasting settlement of the Israeli–Palestinian conflict, based on the effective implementation of the two-state solution.»
We welcome every international effort made to establish the minimum standard of justice in recognizing the Palestinian people’s national rights and their right to exercise them without any external interference. Therefore, the growing international recognition of the State of Palestine is appreciated by our people, who view it as an important step that can contribute to laying the foundation for a balanced solution to the conflict in the region.
However, how can one reconcile the recognition of the Palestinian people’s national rights with the continued support for the Israeli occupation, and the encouragement of its refusal to comply with international law—manifested in its ongoing genocidal war in the Gaza Strip and the crime of annexing the West Bank?
The Knesset law could have been considered meaningless—merely an internal measure with no legal effect on the Palestinian people’s rights—if the international community had dealt with Israel differently and held it accountable for its rebellion against international law, its repeated attacks on international institutions, and its open defiance of UN resolutions. The reality, however, shows that many countries still treat Israel and its policies with indifference, failing to take measures that would compel it to heed the will of the international community and its decisions. Consequently, the outcomes of the «Two-State Solution Conference» become meaningless if not accompanied by practical measures to halt Israel’s actions in the West Bank, which are making the establishment of an independent Palestinian state impossible.
The Knesset law can only be seen as a natural result of the way the international community has dealt with the occupation, especially since the current government came to power. This law is a direct message to anyone who still bets on the so-called «two-state solution,» or who still harbors the illusion that coexistence is possible with the fascist extremist policies of Israel. The law is a natural extension of the «Jewish Nation-State Law» of 2018, particularly regarding the definition of the land of Palestine as the historic homeland of the Jewish people, the declaration that Israel is their national state, and the assertion that the exercise of the right to self-determination in the State of Israel is exclusive to the Jewish people. This reflects the core of the Zionist project, which sought to gather the «Jewish diaspora» in Palestine while eliminating all that relates to Palestinian rights—whether in terms of people and land or in terms of political and legal future.
Moreover, besieging the Palestinian Authority with a flood of political preconditions and complying with the demands set by the United States is not the right path to establishing an independent Palestinian state with full sovereignty and free of settlements. Our people, with all their diverse political forces, therefore reject the idea that their state should be hostage to American-Israeli conditions or granted as a favor by one country or another. It is a right for our people, as it is for all free peoples of the world, and the natural outcome of their national struggle, supported by international forces and peoples who continue to raise the banner of freedom and self-determination for the Palestinian people.
Regardless of the positions of Western countries—foremost among them the United States—the annexation plan has become the only political project in the hands of Israel’s fascist government, which works day and night to impose it and present it to the Palestinian people and the world as a fait accompli. All indications confirm that the practical implementation of this plan has already begun on the ground in various forms, and that any slowdown or delay in its execution is only for tactical reasons. The strategic course that Israel has adopted for a long time is to impose facts on the ground in gradual and phased steps that collectively build the full strategic structure of the annexation project.
Western countries are politically hypocritical when they claim to support the so-called «two-state solution» while, in reality, providing Israel with all means of survival. Their only punitive measures amount to mild sanctions against a handful of individuals, while extremist and fascist leaders continue their plans undeterred by Western positions or criticism from international institutions. There is, therefore, no possibility of reconciling support for the «two-state solution» with the military, economic, political, and diplomatic support for Israel. Countries that support Israel must choose: either they continue to support Zionist terrorism against the Palestinian people and the peoples of the region—thus entrenching the law of the jungle—or they respect international law, justice, and human rights, which Israel violates daily.
Ladies and gentlemen,
We, in the «Department of International Relations – Democratic Front for the Liberation of Palestine,» believe that the battle against the «annexation plan» is a long-term struggle that the Palestinian people will wage with all their political forces and without hesitation. We are fully confident in the support of the free people of the world who have risen against the Israeli aggression on the Gaza Strip, and who are committed to new battles no less important than all previous battles against Zionism, imperialism, and their manifestations on the land of Palestine—in defense of the values of justice, international law, and humanity.
In light of what has happened and continues to happen, there is no option for the Palestinian people other than resistance and steadfastness. Since this plan has already entered the stage of practical implementation, there is no possibility, as some imagine, of altering it peacefully. The only choice is to confront and resist it by all available forms of struggle
