Israel Continues Its War on the United Nations and Its Institutions: A Rogue and Illegitimate Entity

Esteemed Ladies and Gentlemen,
From the very first day of the genocidal war in the Gaza Strip, Israel placed the United Nations and its various institutions in the crosshairs of its aggression. No UN institution has been spared—dozens of UN facilities have been bombed, resulting in hundreds of martyrs. Israel has also obstructed the political, humanitarian, and legal work of these institutions, aiming to either render them complicit bystanders to what is happening in Palestine or to completely sever cooperation with them, declaring their personnel as persona non grata. UN staff have faced continuous blackmail, including non-renewal of their residency permits and entry visas.
Despite the inability of the United Nations and its institutions to directly compel Israel to cease killing civilians and destroying civilian infrastructure in Gaza, the periodic reports they issue about the situation in the Strip have become vital references and foundational documents for the international legal system—which either lacks enforcement mechanisms or is unable to access Gaza to investigate Israel’s crimes firsthand. These institutions are left to collect data that confirm Israel’s perpetration of war crimes and crimes against humanity. Consequently, Israel has adopted a hostile stance toward them, seeking to limit their activities and launching smear campaigns accusing them of bias and anti-Semitism—accusations the world has grown accustomed to.
While all UN bodies are under Israeli attack, three institutions are currently in Israel’s direct line of fire. In recent days, Israel has denied entry visas to their senior officials:
• The UN Office for the Coordination of Humanitarian Affairs (OCHA)
• The Office of the United Nations High Commissioner for Human Rights (OHCHR)
• The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA)
The UN Under-Secretary-General for Humanitarian Affairs explained the direct reason behind Israel’s actions, stating:
«Israel is explicitly refusing to renew visas or is shortening their duration in response to our efforts to protect civilians. Every time we report what we see, we are met with threats to further restrict our access to the civilians we are trying to help.»
According to UN data, which speaks for itself, 56% of denied entry cases for UN staff into Gaza in 2025 targeted emergency medical teams and humanitarian workers. Other reasons include the UN’s rejection of Israel’s proposed aid plan, which the UN deemed as:
«Imposing further displacement, politicizing humanitarian assistance by tying it to military objectives, and using starvation as a bargaining tool».
Among the targeted institutions and officials:
• Francesca Albanese, UN Special Rapporteur on the situation of human rights in the Palestinian territories occupied since 1967:
In 2024, Israel barred her from entering the occupied Palestinian territories. Recently, the United States imposed sanctions on her for documenting Israel’s genocide against the Palestinian people in Gaza and submitting reports to the International Criminal Court.
• The Office of the UN High Commissioner for Human Rights (OHCHR):
This office has played a key role in exposing Israeli violations of international humanitarian law. It recently criticized the U.S. and Israel for establishing the so-called «Gaza Humanitarian Foundation.» In its latest report, OHCHR documented 798 killings in just a month and a half, including 615 deaths near sites associated with the Gaza Humanitarian Foundation and 183 deaths believed to have occurred along aid convoy routes.
• OCHA (Office for the Coordination of Humanitarian Affairs):
OCHA has rejected Israeli claims that the UN has been “lenient” in distributing aid to specific Palestinian factions. It emphasized that Israel has no right to delegate humanitarian aid distribution to external parties or private contractors. OCHA has previously described Gaza as:
«The hungriest place on Earth,»
and called on Israeli authorities to grant the UN full humanitarian access.
• UNRWA (United Nations Relief and Works Agency):
The Israeli Knesset passed a law banning UNRWA’s operations in Palestine. Recently, Israel’s Energy Minister announced a halt to electricity and water supplies to UNRWA offices in Israel. UNRWA’s Commissioner-General has repeatedly requested that Israel provide evidence to support its claims that UNRWA staff were involved in armed activities—none has been provided to date.
Ladies and Gentlemen,
It is no longer a secret: the world has grown weary of Israel’s actions and crimes, which have come to define the dysfunction, complicity, and collaboration of the current international order. The time has come to confront this rogue entity that stands in defiance of law, legitimacy, and the collective will of the international community, which increasingly agrees on the need to end Israel’s practices and aggression.
Therefore, in the name of the Department of External Relations of the Democratic Front for the Liberation of Palestine, we call on you to continue your actions and express your outrage on two fronts:
• Against the states and governments allied with Israel—those that continue to provide it with the means to survive and encourage its evasion of accountability;
• In support of rejecting the genocidal war, and standing with the Palestinian people in their national struggle to exercise their rights on their own land—in a sovereign, occupation-free state with Jerusalem as its capital.
We have full confidence in the free peoples of the world—states, institutions, and individuals—whose support gives us the will and determination to continue our national struggle, no matter the sacrifice. The Palestinian people, who have become a global symbol of resistance and sacrifice, will persist in their national path, drawn more than a century ago—armed with their historical and legal right to defend their land and to determine their political and economic future free from all forms of colonization and occupation.
