Ladies and Gentlemen of international bodies, political parties, and organizations,
We address you through this letter to place before you the grave Israeli crimes being committed against the Palestinian people, following the approval by the Israeli “Cabinet” on February 8 of a package of decisions targeting the West Bank. These measures, in practical terms, eliminate any possibility of establishing an independent and sovereign Palestinian state.
Ladies and Gentlemen,
What some considered a “symbolic step” when the Israeli Knesset voted last July to declare the imposition of sovereignty over the West Bank has now been translated into executive policies on the ground. This confirms that the recent decisions reflect full alignment between the legislative and executive institutions in Israel to implement the “annexation plan” proposed by Finance Minister Bezalel Smotrich in 2017.
Key Elements of the Israeli Measures:
1) Dismantling the Land System and Facilitating Appropriation: Following the repeal of the Jordanian law prohibiting the sale of land to Jews, which leads to lifting confidentiality from land registry (“Tabu”) records and removing historic restrictions on land sales to settlers, as well as activating government purchasing committees. This will effectively transform the West Bank real estate market into an open arena for direct acquisition, paving the way for broad demographic change.
2) Revoking Palestinian Municipal Sovereignty (Hebron and Bethlehem as Examples): The withdrawal of planning authorities from Palestinian municipalities and transferring them to the occupation’s “Civil Administration” will establish a parallel local governance system for settlers and entrench an apartheid system by granting full legal legitimacy to settlement outposts.
3) Control Over Religious and Historical Sites: By administratively and geographically isolating sites such as the Ibrahimi Mosque and the Bilal bin Rabah Mosque from their Palestinian surroundings, transforming them into enclaves affiliated with the occupation with separate security privileges—serving as instruments of de facto annexation and the falsification of historical narrative.
4) Extension of Israeli Authority into Palestinian Authority Areas: Through bypassing the administrative divisions established under the Oslo Accords (Areas A, B, and C), granting itself the authority to issue demolition orders and impose fines in areas under Palestinian control. This would effectively transform the “Civil Administration” into a supreme authority controlling the entire geography, thereby practically nullifying signed agreements.
Ladies and Gentlemen,
We in the Foreign Relations Department of the Democratic Front for the Liberation of Palestine, within the framework of our ongoing engagement, present to you these Israeli measures and their grave implications. They would strip Palestinian lands of legal protection, paving the way for a comprehensive “re-engineering” of demographic distribution through intensified demolition and confiscation policies—tools fundamentally aimed at emptying the land of its rightful owners and replacing them with settlers in a system that entrenches apartheid and forced displacement.
These measures also aim to hollow out Palestinian political entityhood by reducing the Palestinian Authority to an administrative structure lacking real sovereignty over land and resources.
This is accompanied by the systematic fragmentation of Palestinian geography, turning population centers into isolated and suffocated enclaves (bantustans), subjected to legal and service systems that serve the settler-colonial project and consolidate its absolute control.
It constitutes a comprehensive “political and geographical war” waged by the government most supportive of settlement expansion, exploiting international complicity to implement its plans. The targeting of Islamic and Christian holy sites and attempts to erase national identity are inseparable from the broader effort to liquidate the Palestinian cause as a whole, placing the Palestinian people before a reality that threatens their historic existence on their land.
In light of this reality, there is an urgent need for official, party-level, and popular action that contributes to effective pressure to hold Israel accountable for its blatant violations of international law and to halt the crime of de facto annexation and forced displacement before it is too late.
We have full confidence that your voice will have the necessary impact among influential international actors, toward sanctioning Israel and stopping its policies against the Palestinian people.
